Oil Pipeline Apportionment — Trans Mountain, Keystone and Cochin
The percentage by which each shipper's requested volume was cut in a month because total requests exceeded what the pipeline could carry, as the operators report it to the Canada Energy Regulator. Zero means every request was accepted. Shippers often request far more space than they expect to use, so a high figure means demand for space was heavy, not that the pipeline ran near empty. Enbridge's Mainline reports at many points along the system and has its own chart, measured differently. Cochin carries diluent into Alberta rather than crude out of it.
Enbridge Mainline — Share of Requested Volume Not Accepted
Each month, the share of the oil that shippers asked to move on Enbridge's Canadian Mainline that Enbridge did not accept because the system was full, computed from the original and accepted nominations Enbridge reports to the Canada Energy Regulator. Starts in January 2016, the first month both figures are published. Shippers often request more space than they expect to use, so a high figure means demand for space was heavy, not that the line ran near empty. It is a whole-system figure: cuts on individual lines can be deeper. For January to September 2017 CER also published its own percentage for the system, and it ran higher — 33% against 18% for January 2017.
Oil Pipeline Throughput — Enbridge Mainline, Trans Mountain and Keystone
Average daily volume each pipeline moved in a month, in thousand cubic metres per day as the Canada Energy Regulator publishes it (one thousand cubic metres is about 6,290 barrels). Enbridge's Mainline is measured at Gretna, Manitoba, where it crosses into the United States, and includes a small volume of US crude that joins the line in Saskatchewan. Trans Mountain is the sum of its deliveries at Burnaby, Westridge and Sumas. Keystone is measured at the border near Haskett, Manitoba, from July 2010. Capacity and utilization are left out for all three lines. Keystone and Enbridge at Gretna do publish capacity at the points charted, but Trans Mountain publishes its capacity only for the system as a whole, on a row with no throughput (143.0 thousand m³/d available in June 2026, against 137.6 delivered), so its delivery points carry no capacity of their own and the three lines could not be compared on one basis.
Alberta Crude Oil Production by Type (thousand barrels per day)
